Not 'can I use an amp', but 'do I need an amp'.
Also, does this change with Rockbox?

Yes you do.
I've enjoyed the HD25 out of the bare clip, but I can tell the difference if I use an amp.
and for the DT1350 you so totally need an amp.

HD25 is very, very efficient so you never really need an amp with it, but DT1350 is not and requires it. Rockbox can't change this.
