Cant create new thread?

Hi there peeps, just curious why the "create new thread" button isn't available in other forums except this one?  I wanted to start a new thread in an Equipment forum but the button wasn't available. I'd appreciate some help in this.  I might swell ask my question here too.
I have a Stello DA-100 Dac which i bought from eBay but isn't working.  Tried to send it to a local fix it guy but after 8 months he still couldn't fix it, kept on telling me he had parts coming!!  So anyway, i'd like to know somewhere preferably in australia that specialise in fixing such items.  Anyone know?

Head-fi requires a certain number of posts and time before it lets you loose on the rest of the forum. I think it's 15 posts and 15 days or something like that. It's an attempt to prevent drive-by trolls & scams.

Sadly, I can't answer your question.

This is the sub forum for any and all questions pretty much. If you have a question you should be able to post it on this sub forum.

I also have an important question and that is: is it safe to buy headphones here? I mean can I trust these people that are posting their HD 800/LCD/HIfiman and all other stuff for sale because I'm completely new here and I'd love to buy used headphones here from honest people :)
