My soundcard on my desktop is shot and the one I bought to replace it isn't cooperating.  It's a pci-e sound card and I ran into an install error that hundreds of others had hit aswell and there's been no fix listed.  Now I want a USB DAC (I'm currently using a $3 USB soundcard that occasionally gives off quite a bit of hiss).

The one's that have been recommended so far are the Fiio E10, Xonar U3 and the NuForce UDAC.  I'm just wondering if you guys have any other suggestions and if you have opinions on the three listed (so far I'm leaning toward the Fiio E10)?  Again, I'm using Behringer MS16s and run Win7 64.

So I'm assuming this setup is just for a pair of speakers and no headphones?
Just 2-channel stereo speaker sound?

The Asus Xonar DG ($26, PCI) or DGX ($40, PCI-E) sound cards come with decent DACs.
