I don't know if these are the "best" songwriters of all time, but they are certainly some of my favorites:

I know this isn't a very common opinion but I enjoy Peter Gabriels songwriting (not while in Genesis as that was just plain odd), also Aussie band Powderfinger have some great lyrics but from memory they are a colaberation (sp?) of members works.
