Assuming this is the same as the other thread you made. Also note that we have a suggestion thread, which does get more traffic than individual threads (which also happens to lead to stuff getting lost).
If you want high quality bass under $40, I would suggest the Koss PortaPro.

It's not a bassy headphone. Listening to it doesn't give you that impression, and the graphs illustrate that fact quite clearly.
Ummm. Since you want over ear and not on ear I assume. Panasonic HTX7 and HTF600 are good choices.
