Basic dac questions 96/24 to 16/44.1

I have been searching through a lot of dacs because I'm about to purchase my first expensive $1000 range dac. A lot of them say 96/24 but don't include any other sample/bitrate. Is it safe to assume all dacs support anything below what they say is their top sample/bitrate? I just want to make sure 16/44.1 is supported as all my cds are in that format.
 
Also if you have any opinions on what would be a good dac in the $1000 price range let me know. I'm looking at stello da100, mhdt havana, benchmark dac 1. I'm planning to use a woo audio amp although I'm not sure which one yet. Could be to an hd650 or a lcd2 still waiting on my lcd2 to get here to compare with my hd 650.

yes, any DAC is going to play 16/44 - it doesn't even need to be stated.
 
But yes, a 24/96 DAC will play anything below that limit.  It get's slightly more complicated once you go past 24/96 but they'll usually specifically state a rate they wont play.
 
Look at Audio-gd, slightly more but the aniedo D2 gets lots of good press, there are others.
