I was thinking of purchasing a Fiio E7 as an upgrade to my E5's and was left confused when reading several articles about it. I am a complete toddler when it comes to amps and form the articles that I've read, I've came to the conclusion that the E7 could only be used with a laptop? Is it a portable amp? i.e. could i use an iPod Touch as a source and use it as a medium between my iPod to my earphones?

Yes, you can use it as both an portable amp and USB DAC+AMP (like an external sound card). Since you have an iPod, you should consider using a line-out dock (LOD)

Yep you can use the E7 as an amp to with your ipod touch. The part to be used with the laptop is called the DAC which bypasses the onboard sound card of the laptop to get potentially better sound. So it's actually a portable amp and DAC.
