in this case it means that the people under Overseas aren't in the USA and weren't keen to ship overseas.

Count me in.  I'm in TN, USA but with the cost of a small flat rate box being what it is, I'll do international if need be.  it looks like we are long on US and short on everything else.

Correct If you were overseas and requested a country instead of saying international you are only overseas.
