Well we can forget all the LG phones and Xperia XA1 as they're all MTK or SD4xx series chipsets, so I would rank from lowest to highest based on screen, CPU, RAM/storage and Android version/updates (if applicable) in the following order; Galaxy Xcover 4, iPhone 6, Huawei P10 Lite, Galaxy A5 (2017 presumably), Xperia XA2

Edit: The iPhone 6 will receive at least iOS 13 (or equivalent) so near the end of 2019 - likely longer than any of the listed Android phones, but the hardware is already showing signs of age, especially with only 1 GB RAM and 8 MP camera it's only a small upgrade from your 5S

Mediatek is notorious for not releasing drivers for a newer version of Android, and out of your selection of phones the ones with Exynos and Snapdragon 600 series chips will get you better performance than 400 series.

Building a decent PC for 1K dollarydoos is tough, best I can do is a basic quad core Ryzen + 8GB RAM + 250GB SSD + GTX 1060 3GB build. (the 1060 runs $370 already, I got one for $240 like 6 months ago? =P)
This 'client' specifically wants a "gamer-esque" case, there goes $99 right there...that extra thirty bucks could have gone into a better power supply but that's life. (gonna have to go with a poopy corsair VS series)

Working with 1k right now for brand new parts is tough... :'(

More and more I'm attracted to small form factor things like Intel's Haydes NUC. Would rather spend the premium on the size vs aggressively angular RGB finger slicers in a case.
