It's frightening that the 1070 uses the same power but performs ~40-70% better.

Oh yeah definitely, I'm worried about Vega now, hopefully they can squeeze more out of it with drivers which has been historically consistent in improving and outrunning their launch rivals, seems like they're banking a lot on DX12. Appears to have good yield though, unlike the Pascals. We'll see what Nvidia pulls with the 1060, could be a real winner or not if they gimped it as hard as the 960.

  This GPU advancement scene makes me wonder what will it be like in mid 2017... the leap is a bit too big (for game graphics to chase) but then i don't want my games to be 1tb....

It's the other way around. 
 
Games are eating up way more resources than they did before, especially with the rise of 4k.  
 
Think about SC2 running on something that scores a 1000 on vantage point benchmark, in 768p on mid to high settings. 
 
To run SC2 in 1080p (FHD) on mid to high settings, you need something that scores 13000 in the same benchmark. 
 
GTX980 scores 27000 in that benchmark. But I don't think that GTX980 can run SC2 in 4k and mid to high settings.

was checking the new albums from the new LL group, this one was by far the best :p out of the groups, not as a whole unit (there are three sub groups)

You'll be fine as long as you have at least 2nd gen i3 performance.
 
What's more worrisome is that the card goes over the PCI-e power limit.

is it true GPU doesn't have a power limit? isn't it fixed in the bios? (i'm not sure at all) or else it will be like unlimitedly pushing/ overclocking itself?

It has something to do with the 75 W maximum power allowance on the PCI-e slot. Basically, the RX 480 has the PCI-e certification slapped on its box yet it manages to go over that.

As for overclocking, like the 290X with the stock cooler, it's pretty much non-existent due to thermal limitation. Funny, it shares the same designation as the GTX 480.
