Should I have it on or off? What does it do exactly?

Hello. I've been encoding vbr aac files for a little while now but iTunes does not give me a vbr bitrate when I click info. For Instance: If I encode 128kpbs aac vbr the bitrate should vary no? Well, when I check the bitrate it still says 128kbps!? No fluctuation, nothing. I'm using a Mac BTW...
