Will the FiiO e10 be able to drive the DT 770 250 Ohm properly?

It would probably be OK, but it depends on a number of factors:
- do you like to listen at loud volume ?
- do you listen to music with a wide dynamic range (e.g. classical. Pop, rock, electronic, and other popular styles usually only have limited dynamic range) ?
- do you intend to use the bass boost feature ?
The more questions you answer with "yes", the more power you need. If at least two are "no", then the E10 is likely to be enough.
Note also that the 250 Ω version has a coiled cord, while the 80 Ω has a long straight one.

I listen to a lot of Post Rock, instrumental, hip hop, and folk?
I do intend to use the bass boost. I enjoy a nice punchy bass to help add to the song.
 
So....80ohm it is then?

The 80ohm version have a good amount of bass, you should be fine with it.
