Why aren't preamps used?

Why aren't preamps used in the headphone world? ANd just to refresh my memory, what is a preamp?

Many people, (including myself) use a pre-amp. I use a NAD C-160 in order to take advantage of multiple sources: (phono, SACD, CD, tuner, etc.).

A pre-amp is fundamentally the control amplifier featuring source
switching , volume and maybe, signal processing circuitry.

A headphone amp is to all intents and purposes, an integrated amp, combining preamp and power amp functions, for the purposes of driving headphones. Many headphone amps can double as preamps, if desired.
