Where can I report this scammer to?

I'm selling an Xbox360, including two games on ebay. Someone bought it for the "buy it now" price, and theres no doubt that he's a scammer..check it out:

Besides reporting him to ebay, are there any (American) places I can hand this email over to? If that's a real address, I'm sure somebody would love to have it.

Read the post? I've already done that, but I was wondering if there was some sort of united place to report this stuff to.

Just don't use Buy it Now. The scammers don't care what price it is because they're getting it for free anyway - so they'll just jump on any buy it now. Just list the auction as normal and you have the ability to disallow bids that don't meet your stated criteria.
But you can't do anything with this particular man in US or any other country cept for Nigeria. That's not up to internatinal law standarts.

You have to give it to those Nigerians. They always come up with some excuses of sort. Aunt is sick, away for business, yada yada...

Can't they just say I'm from Nigeria I hope you are stupid enough to send the item here?

Considering how often these scammers can be find, that means it must be worth it huh? Maybe out of 100 hits, they get 1 poor grandma or uncle Joe who doesn't know any better. I'm sure most younger generations won't fall for this scam, but I feel pity to those elder people or someone who don't use computer that much and get ripped by these low lives.

Can't eBay block all traffic from Nigeria or something?

You can email the Nigerian US embassy and confirm if Peter works there

There's no guarantee that the guy is a Nigerian. He's just another D1psh!t chancing his arm that somebody will take him seriously. Don't even get too stressed until you receive his PayPal funds (which you likely never will).

If you do receive funds, contact Paypal immediately and identify your apprehensions. Ask whether it is possible for him to re-take the funds after the item has been sent. If it's not possible for him to withdraw his funds, send the item insured by registered post. If there's any complaint, then tell the dubious buyer to take the information and get his own refund.

Or you can just refund his payment and tell him to blow. Unfortunately, there goes your Ebay fee and the waste of your time. . . Phooey.

What the OP will receive will be a fake PayPal email littered with mistakes and saying that the funds have been withdrawn from the buyers account but wont be transferred until proof of posting is confirmed. Thus giving the illusion of payment being about to be made.

Fair enough, hciman. Then the seller should not even be concerned until genuine funds have been received. He should respond to any irate inquiries from the 'buyer' that it is customary and appropriate that the seller receive funds before he posts the item.

The "address" appears to be a Freight Forwarding Company rather than a residential address, also it looks like Peter Victor is a common name for these scams.
