I don't know about 'saddest' since there are so many to pick from, but I'd say mazzy star's "fade into you" or "look on down from the bridge" are sad. 
 
an awful lot of elliott smith songs come to mind as well.

I love "In tall buildings", by John Hartford, as performed by Gillian Welch.

A sad but lovely tune, and one of my favorite accidental finds on spotify/mog.

In Paradisum was played when my grandma passed just one month ago. It was really touching.
