PS-1s with Flat pads, far and away the most Bass output I have ever heard produced by a pair of headphones. Capable of 'scary' levels of Bass.
Surprisingly enough, the JVC Marshmallows with the Shure foamy mod would be my next pick. Pound for pound, the amount of Bass those little IEMs can put out is pretty impressive. Not saying it is the best quality Bass, but gobs of Bass nonetheless. But you want open phones, so I guess they don't count.
P.S. If you 'melt' a pair of PS-1s, I will hunt you down, and make you sniff a pair of 'nikongod's' headphones until you turn green and beg for mercy. And then I will not give you any mercy, and will proceed to show you a picture of Tyll with his shirt off.
