In the past, I agree that small batches were prohibitively expensive for PCBs. Nowdays, you can order in very small quantity for very competitive price, and the quality is great!
For a very small business like this, and assuming he sells faster than he can build them - the smart thing to do is outsource some time consuming activities such as the PCB fabrication! Just saying...

Just ordered a pair of DT1990 Pros. Will be my go-to open cans with this amp. They are reputed (on the German sites, at least) to sing with OTLs...
