I just got a Triad VPP28-720, dual bobbin transformer that is supposed to give 14 V when wired in parallel. I'm measuring over 17 VAC. Is this because there is no load applied and the voltage will come down when it is connected to its intended load, or was it manufactured with the wrong number of turns on the coils?

I dont know the transformer in question but 3V difference when unloaded sounds normal to me
