I have a topaz 91097-31. Does anyone know if it uses a replacable fuse and if so what size and spec? I want to try a better fuse...

In this manual, which covers your 91097-31 as well, there is no mention of a fuse - replaceable or not.

I followed this thread from the beginning and I could never find a big topaz with reasonable shipping to where I live in hawaii. A cheaper alternative that ships in a USPS large flat rate box is this antek 1000VA balanced isolation transformer.. it probably doesn't have the low capacitance interwinding that makes the topaz units extra special but it's a cheap way to dip your toes in the balanced isolation transformer pool.. I use it with my desk system and audiogd di20/eversolo dmp-a6 with linear psu upgrade, low power class A speaker amp with no issues.. seems to make it sound a little better https://www.antekinc.com/bp-1000-balance-isiolation-power-supply/
