Best vehicle is a boat with high deck above the waterline, preferably on a lake since you don't have to deal with high waves.

Zombies can't swim (supposedly), even if they do, the human physiology is not designed to let them retain much striking power while floating. All they can do is trying to grasp.

There's no way for them to climb aboard out in the water either since the bottom of the ship is like this "_\ /_" sitting on top of the water. It has a backward incline that even regular people will find next to impossible to scale with wet hands.

As long as you don't give them stuff to grab on there's just about no way they'll get on board.

My candidate vehicle:

self-replicating
self-repairing [up to a point]
able to subsist on local energy inputs
able to move through forests and uneven terrain, up & down steep slopes
able to cross rivers and small lakes
able to sense approaching danger

it's a horse

Seriously, though, I'd go for a sailboat. Self-powered, you can go all over with it, and you can feed yourself with fishing tackle. A solar panel array would give you a little power, as well. You could survive for years.

If you're within range of the EMP wave, then I think you'd have a lot more to worry about than whether your vehicle can start or not

Whether you'd die within 24 hours from the high radiation dose for one..
