Heavily isolating means they create a "seal" so none of the music leaks out of the headphones. 
Really broad tbh..I love my HE-300s for everything though, might be worth taking a look at. Used around ~200 then pick up a E7.

The answer is
 
"none".  There's no one sub $300 headphone that's the "best" in all
situations for all purposes all the time for all and any type of music
driven from whatever piece of electronics.
 
 
But there are sub $300 headphones that are the best for you
based on the type of music you listen to and the system through which
you'll be listening.  Plus whether you want folks nearby to hear what's
playing on them, or whether you'd prefer keeping that to yourself.

There is no best, at least, categorically. But there are several that are really fantastic with simply altering flavors. I would suggest you look into:
 
Denon D2000 (used)
Beyer DT990
AKG K550
Hifiman HE-400 (used)

To my ears here are three very different sounding contenders for the always disputed title (all based on new or new open box U.S. street prices):
 
AKG Q 701 (open)
 
Beyer DT 880 Pro (semi open)
 
Denon AH-D2000 (closed)
 
Plus the Ultrasone Pro 750 (closed), which are now $225 at Amazon.
