For your budget, you could get a pair of studio monitors and a sub-woofer.

Are you looking for bookshelf speaker or towers?

Check the websites Slickdeals and Techbargins for audio products on sale.

My two cents, modern A/V receivers seem to get better ampilifers when the receiver retails for over $500.
So maybe look at buying a slightly used receiver (off Craigslist)
or a refurb from accessoriess4less

For your over all audio budget, I think your better off spend more for the speakers, then the receiver.

My budget is $150-$300 for the Receiver and the same for the Speakers.
You might try asking about receivers and speakers on the websites AVSforum and AVforum.

Bookshelf either 2.1 or 5.1
As this is for use with your PC, can't see a good reason for buying a receiver and (un-powered) speakers.
Maybe buy JBL LSR305 studio monitors ($300 for the pair) and a (Monoprice, $220) sub-woofer (make more sense).
