hi guys, new member first post.

looking for some iem's for my ipod and soon coming iphone. looking for something pretty flat with maybe a touch on the bass.

Heard pretty mixed reviews on the s4i's, anyone recommend anything that's gonna be suitable for the same sort of price range?

If you want something somewhat flat with an emphasis on the bass then the HF2's won't be for you.  They're pretty much flat but with an emphasis on treble and somewhat recessed bass.
In my opinion the S4's are no longer such a great choice for bassy earphones under $100.  They might not be bad if you can find them on sale, but for the same price you'd probably be better off with Brainwavz M2/M3's, or Fischer Audio Eternas.
As for making your own custom eartips, it's not a bad idea but they aren't going to be very durable.  You're probably going to have to remake them at least every month or even sooner.  You can give it a try though, it's not expensive.  Personally I'd just get comply foam tips.
