Hi,
I'm doing a mod with an overly long cord. I need heat shrink tubing. The tubing comes in 2:1, 3:1, 4:1 ratio shrink.

When they say 3:1 does that mean it will shrink DOWN TO 33% of original size or will shrink 33%?

Down to 33%. A third of the original diameter.
With 2:1 it would be half of the original diameter, 4:1 would be a fourth of the original diameter, and so on.

I was looking at a site where it used "shrinks to xx%" and "shrinks xx%" interchangeably. Confusing.

Generally if you get the right size to begin with, you rarely need over 2:1. This is unless you are covering both the wiring and the plug that it's run to, then 3:1 usually works.

just remember that it's always measured in the minimum shrunk diameter.
