Question about FIIO A1 and E6

I can't find any information on this and I'm hoping someone else who has both can clarify this.
 
The A1 when in the 3rd bass mode (from what I understand) functions as a low gain setting where it actually attenuates/reduces volume, drops the signal down by -5 dB.
 
The E6 in mode 3 of the eq (purple light), it decreases signal by 3dB for high input devices. This mode is called 2 VRMS in the manual. 
 
So my question, is the -3 DB reduction what allows the E6 to take sources with input of 2 VRMS? 
 
is bass mode 3 on the A1 and eq mode 3 on the E6 essentially the same thing?

Yes and yes. It is not as much as an EQ but rather an gain reduction.

so does that mean that the A1 can also take source imput of 2 VRMS? Or is the -db not related to whether or not the Amp can take a high VRMS? The spec seat for the A1 shows max input VRMS as 1.35 

 
 

 
I don't think it will take a full 2Vrms as I can see obvious clipping with 2Vrms test signal. Most likely it is actually around 1.35Vrms
