There are multiple versions of each album — some are sample versions and others are full releases. Location should not matter, you just need to find the right release.
I did find the non hirez versions of Dylan's More Blood, More Tracks and YES Steven Wilson remixes. So all is good. I did learn something from you through this exercise, that some hirez albums are download only. Like I said before the Aurender Conductor app for my iPad doesn't distinguish it through greyed out track names. My iPhone does show the difference by labeling the tracks as samples. Thank you very much for checking into this for me. Sorry to break this to you but you don't have super powers out there in California. Stay safe.

I had Tidal over 2 years but I like the SQ of Qobuz better. When I had both, I found myself using Qobuz about 80-90% of the time so I dropped Tidal. Also Qobuz reduced their price several months ago so I paid $150 upfront for a year subscription. The only issue that I had with Qobuz was this issue that I now understand are Hirez downloadable only tracks that my Aurender Conductor app doesn't identify. It's annoying to put an album into my queue and then find out I can only play 29 seconds of each track but that is Aurender's app problem not a Qobuz problem. I wish that all versions of a particular album were grouped together rather than spread out. For the 2 albums that I was having an issue with, the CD quality versions were far down the displayed list.
It means the artist or record label does not allow streaming of those tracks. You must purchase and download the music to hear it. Qobuz does not have the license rights to stream those tracks.

I doubt I'll ever buy anything off Qobuz. The selection is so vast that I'll just listen to something else. If I really want to listen to a certain thing, sometimes it's available on Tidal, which is one of the reasons I keep both subscriptions

I had Tidal and Qobuz for about 8 months, but I found that I was using Qobuz more because imo their SQ is better. When Qobuz reduced their price to $150 per year, I decided to drop Tidal ($240/yr). For the few times I found titles on Tidal that weren't on Qobuz, it wasn't worth $240/yr for me. YMMV.

Qobuz is not available in my country. Is there a way to get the service through a VPN or will no be allowed because of the recurring payment (PayPal/Visa)? I have Tidal but would love to try Qobuz.
