That's a difficult budget to work around for a very picky headphone.

I`ve had the FiiO E17 + E9 and it was pretty good. Not in the same level as my Bifrost + Lyr but acceptable.
While I have no experience with the ODAC or O2, i know many members speak highly of that combination. It might be a good combination but if you can extend your budget a bit but i`d recommend doing some research with that combo first.

The magni+modi from Schiit look pretty good too.
Again I have no experience but many members speak highly of it here...some are even using them to drive the HE-500s.
