You can just get a 3.5mm y-splitter.  An amp with two outputs for two headphones will just be doing the same thing but internally.  I don't think there is such an amp, so a y-splitter will do.  You should be able to find one locally without having to shop online.

The E7's amp is powerful enough to drive most portable headphones, which is about par for the course in terms of headphone amps in its price range. The key strength of the E7 is the combination of DAC and AMP in one small portable form factor. If you feel that you'll make good use of the DAC feature, then the E7 is a great device. If you are unlikely to use the DAC, then the upcoming E11 which is an amp-only device.

You can always get a Y-splitter as others mentioned, it would be equivalent to what the E7 is doing internally to split the output signal.

Arrow is the way to go! It can drive 2 headphones simultaneously to more than comfortable listening levels without a drop in sound quality.
 
But I'd recommend using headphones with the same impedance, because if you plug two headphones with different impedance in, it will affect the sound output!

If you wanted to use an iPad, you could get a Fiio E7 plus the iPad camera connection kit and you'd be able to use the E7's DAC from the iPad!  A pretty killer combo, if you ask me.
 
And yes, the E7 does have two headphone outputs., and it has a very long battery life.
 
Could you tell us what headphones you're planning to use by any chance?
