Is there something in the paypal settings I am not seeing that allows me to confirm all payments sent to me before automatically being added into my account with out my permission?  Also, it seems paypal stopped allowing the GIFT type of payment?

I also experienced this. I got charged a fee while paying as gift. Quite annoying.

You only don't get charged a fee if your PP account is debit only. If you have a credit card attached to your account, you get charged a fee per transaction.
