Overheating op-amp

I found what I did wrong in debugging it further. With the 9V battery I get an even split of 3.8 and 3.8 measuring from V+ to Vout and from V- to Vout of the Buffer and TLE. I soldered the Out pin of the TLE to the V+ input on the one capacitor, so thats why it is dumping all of the voltage to one side. All I need to do is desolder and make sure that the Vout of the TLE is going to ground and not one of the rails. Thanks for sticking with me, Pars, even with the facepalm that is reading the pins backwards.

Glad you got it working. Reading back what I told you to do, I mis-wrote what I meant to tell you to do...
If you measure the output of the virtual ground to battery+. Apparently you figured out that I meant the TLE when I said virtual ground
