I'm not sure on the interval, offhand, but it's within 24 hours.  That being said, I've made the change so you can edit your profile.

The policy for new users editing avatar, adding to list, etc. doesn't fit. If I have to write five review and wait 15 days and the products I have are not listed, how can right them when I tried to manually add a product that doesn't work either.

I too am having this problem. I also can't even edit my account at all. Pretty much zero editing ability.

Same here. And I read the FAQ and believe to have been here for longer then 15 days... (longtime lurking for some strange reason doesn't seem to count
