Just asking when the manufacturers put isolation of (25db) is that with the music playing or without music?

I believe it is without the music.  the decibel rating is the reduction in outside sound.

Even with low isolation IEMs, I still find it hard to concentrate on outside sounds whenever I'm listening to music. I guess, I enjoy music that much
