Strong bass, full lower-mids, recessed upper-mids and treble. As little resonance as possible
Funny that you just mentioned the Meze 99. When I saw this^ description I immediately thought of the Drop+Meze 99 Noir. Drop has them in stock and ready to ship for $200. I've seen them pop up used here on on r/AVExchange for $150-ish.

Regarding the Meze 99,I have only owned the 99 neo model.I know the sound is a little different from the classic,but the bass was just way too boomy for me.Sold it on within a week.
What about the Denon ah-d600?,they can be had within your budget.

Yes the Meze 99 Classics/ Noirs do tick a lot of your boxes.

The Meze 99 are definitely good headphones with fun bass. If you are like me and extremely sensitive to microphonics, you probably want to get one of the upgrade cables though.
The Monoprice 1060c I personally find to be too heavy to comfortably listen with. They are also fun, but I find the weight and headband really uncomfortable for long listening.

I’ve read the Meze 99 has a rough/hard texture in the upper-mids/lower treble, despite being recessed in those areas... What is your guys opinion on this?

How mould the M1060C compare in that regard?

That slice of the spectrum never came off as such to me. I perceive them as more veiled than Sennheiser headphones; there's no grit or glitter in the upper-mids/lower-treble. They have a very accessible sound.

Yep listening to some Sublime as they do great mids and don’t hear any rough or “ hard” mids.
