Need <$150 AMP for 250ohms

I'm looking for a decent headphone amp that can sufficiently power a pair of DT990 250ohms for under $150, closer to $100 would be nice. I want something with plenty of power, not something that just barely makes the cut. I tend to listen to music rather loud.
 
I've looked at a few amps and amp/dac combos but have absolutely no idea with what I should go with. I wouldn't mind going with a tube amp, but I'm not sure if I'll be able to get a decent one that fits my budget.

Country?  Which dollars?
 
In US you can get Schiit Magni for around $100.  Supposedly it can do some 8.8V (about 330 mW into 250 ohms, where the power handling capacity of the DT 990 is 100 mW and these are really loud before that point), enough to knock the socks off, at least, if that's what you're after.  FiiO E9 (E9k) is a similar price and can do about 7V.
 
I don't think way overkill power is the metric to use, but there you go.

I am in the US.

Thanks for your recommendations. I'll look more into those two. Perhaps your right in regards to looking for something that is overkill, I just want to make sure that I don't get something that can barely can make it.
