I think those two pieces are rather depressing.

Saddest Piece due to Historic Significance: John Adams - On the Transmigration of Souls and Gorecki - 3rd Symphony

Saddest Piece of Absolute Music: Mahler - 6th Symphony. No other piece of music leaves me as emotionally drained afterward. The final hammer blow makes me jump in my seat every time and my heart is torn between racing from being startled and slowing to a crawl due to the despair contained in the music.

Lyrically, Ben Folds "Give Judy My Notice," "Still Fighting It" and "Fred Jones Part II" are quite sad in my opinion. There's something about poigniant lyrics and solo piano that gets me.
