Well I managed to clear my own UPS package through customs and saved myself $60 in the process (still had to pay tax though). I mostly followed the directions from the link below, but I'll list my experience as well.
http://trueler.com/2010/09/13/ups-brokerage-fees-total-scam-fraud-cheating-avoid-it/
- package arrived at door, delivery guy asked for mucho $
- I refused delivery, told them I would broker it myself, the delivery guy told me I had to obtain the papers from the warehouse (not a drop off centre) myself (this part differs slightly from the info in the link)
- next day, drove to the warehouse, told them I wanted to broker the package myself, they gave me all the papers I needed (invoice, tracking, and customs papers) and where to go (Canada Customs (CBSA) office)
- drove to custom's office, handed over papers and said I wanted to declare a package from UPS
- they'll ask a few basic questions like business vs personal, value of package, origin/manufacturer of goods (it doesn't matter since there is no duty on headphones)
- everything clears, they stamped the papers and I paid the tax, then I took the papers back to the UPS warehouse and got my package
