I do it everyday here in Saigon to keep me sane even though the traffic here is amongst the most chaotic in the world, but I must note that I'm driving a moped.
As posted above, the laws for each state in US vary for headphones while driving, from not allowed, allowed or only one ear blocked. I've used my custom IEM's in both ears for street driving here in California on my lunch break to pick up food, which is technically not allowed, and it can feel a bit unnerving as sound helps you with locating vehicles in your blind spots.
I would listen to headphones in the car, but they just don't give me the same kind of earth-shattering bass that the cars next to me at traffic lights do.
