Can I do this and still use the quad DAC in the phone. I am looking on Amazon and the USB-C to RCA cables all seem to mention that they have a DAC in the cable.

I know I can connect using the 3.5 mm jack but I wanting to try it out of the USB port.

The usb will export the audio via digital signal to have it be converted to RCA it will require a DAC, converting the digital to analog. Either use the 3.5 output to utilize the quad dac, or outputs Bluetooth / usb will result in another dac processing it instead of the quad-dac.
