It's a paypal issue, as far as I can tell. I got a quick response from Quang:

i just got a refund from the ORIGINAL payment which i made to qspeedss but i am not rejoicing until the funds are safety in my account.

I have also refunded qspeedss the 2nd payment (NOT Refund) which he sent to me earlier, which has the fees and is only 94% of the funds that he own me.

at this point in time, qspeedss owns me nothing and i own him nothing.

again, thanks for everyone who helped out.

I have not received my refund. Did you close your dispute before he refunded you? Quang is telling me to close my dispute then the refund will be issued. However a closed dispute cannot be reopened or esclated to a claim.

I did not close my dispute, actually. I think Q contacted paypal and informed them that my dispute was valid, and they refunded me. I got several emails from paypal, since we had a dispute, a potentially unauthorized payment, and a refund. Do NOT close your dispute! My dispute was RESOLVED, which I believe is why I got the refund. It is possible this is another trick, because if you close the dispute, you admit that you were wrong. Leave it open, and once paypal sorts out the oddities in Q's account activity, they will realize that you are due for a refund. The best course of action for those who have not yet received a refund is to contact paypal and provide the dispute ID, and explain your side. Make them realize that you were in the same boat as me, and then they will understand what needs to be done. If you let Q do all the talking, then it is possible for him to relay incorrect information, or make suggestions that would allow him to get away with this. If necessary, I would contact paypal for you guys so that they get everybody's story.

Yea, shouldn't have done that.

Sometimes the saving are even bigger than that or you can get out of production items, but just don't buy from dodgy people like this one.

As far as I know, this guy didn't even put up any pictures when asked, had one feedback that was put up by his other account and was hassling people into a fast sale in PM.
Or gave them unbelievable prices for items that was way too good to be true (I saw $4xx mentioned for Edition 9).

All these things show that the guy is less than reputable and I'd steer clear.
If you buy from people with well established feedback/history and use some common sense, you'll be OK most of the time.
