I need a dsp program for a computer...

I'm currently in the midst of an online training class (OSHA 30 hour) that has the worst audio quality ever.  Distorted, uncompressed, no level control, basically it's just painful to listen to.  I'm not trying to be an audio snob, it's just hard to listen to for 8 hours straight 5 days a week.
 
What I'm looking for is a dsp program that will intercept web based audio before it gets to the headphone port on my computer, anyone know of such a thing?

I've heard you can apply any vst effect to all computer audio by routing output to a Virtual Audio Cable then using a vst host.
 
Apart from that most sound cards these days come with an EQ applet that directly modifies the system sound?
