How to calculate charging time for mini3 portable amp charging setup?

Hi fellows, my amp is running on a 230mAh 9V (actually it is a Maha Powerex 9.6V) battery. I can charge the battery via a provided mains charger, with the following specs:

Model: SDK-0042
Input: 100V-240V AC 50/60Hz
Output: 15V DC 1000mA

All the details are as shown in the photo:

My question is: since there's no "fully-charged" indicator anywhere, is there a formula to calculate how long to charge an emptied battery using the supplied charger & amp circuit?

In addition, what does the "DC 15V ~ 24V/300mA" on the backplate of the amp mean?

I also use alternate with another 170mAh 8.4V GP battery, so a formula to calculate instead of a fixed number, i.e. charge for x hrs, will be more useful.

The amp is an AMB Mini3 built by hohodiy & I dun have the seller's new mobile number.[/size]

I think the charging circuit is a trickle charger and outputs at 16ma, it takes about 16 hours to fully charge my 250Mah from complete drain.
 
The 15v-24v /300ma tells you what kind of wall wart you need to work with this unit.
Min 15V and max at 24V while running 300ma.
