$400 budget for a laptop? don't think you're going anywhere towards build quality, and performance.

It looks like a netbook but the price definitily not! And, why do u think there would be a laptop with VERY GOOD cpu but normal video card or hard disk? Manufacturers seldom do that kind. Maybe diy can help u.
