Get a soundcard with a DSP that can do Dolby Headphone or similar surround sound simulation programs (similar DSP apps for 2ch playback would be a bonus) and SPDIF output, then feed a digital signal to whatever DAC+HPamp combo you can still fit in the budget. Like, blow $100 or so on a soundcard (some external units can be cheaper, like the Xonar U3), then get an AudioGD NFB-15 for $260+shipping. All for under $500.

Creative Labs Sound Blaster Z sound card (OEM is fine).

Audio-GD NFB-15 ($316) or Audio-GD NFB-11 ($395)
(prices include shipping)
Both are external DAC/Head amps, with USB, optical & coaxial inputs.
The NFB-15 is slightly more musical and the NFB-11 slightly more detailed .

Just connect the SB-Z's optical output port to the optical input port on the external DAC/amp.

For watching Blu-ray movies, get the software Cyberlinks Power DVD.

HD 800 for games and movies?  Total overkill, so spending $1000 on a source and amplification is overkill too.  A sound card like what PurpleAngel recommended is a good place to start, and an affordable, simple to use amp like the ones recommended above.
