 Hello, and pardon my massive lapse in participation in these forums :)

 I got exciting news on my birthday when I discovered I had gotten the Pro-ject rpm 1.3, my favourite turntable (design-wise, and through a brief audition, sound-wise). I was all excited, but there is, unfortunately, a problem. I live in the UAE, which means American appliances will have to be run through a step down inverter. I have a step down inverter, and I have an ADL GT40 plugged into it, as well as the turntable.

 My rig is this:

 Inverter -> ADL GT40 (an amp/ dac / Phono stage) -> Headphones.
              ->^^^^^Turntable^^^^

 Now here's my problem. I've only tried playing 33, 1/3 records, but every time I play them, the audio comes out slow. And, being new to the world of phono, I don't quite understand why, or how to fix it.

 Judging by my set-up, and situation, could anyone recommend a fix or solution? Or at least tell me what's causing it?

 Thanks in advance :)

You need to move the belt to the other pulleys for different speeds.  Here is the manual:

It could be due to the AC frequency - affecting the motor speed - I seem to recall some AC motors (synchronos) reading the power signal frequency (usually 60Hz) in order to control their speed. I think the UAE is probably 50hz, so your motor will run slow. You need not only a converter, but one that adjusts the frequency (this is a common problem for electric clocks too).

Something like this (but probably not this one - seems a bit limited), I expect, would solve the problem.
