$16,900 is a lot to pay for a smelly cast (although it is autographed).

Some people give lots of money to charities every year. They may find this an amusing idea and decide it's a part of their charity givings for this year.

I wasn't really addressing the charity part. If you want to donate to charity, that's great, but I doubt anyone would be bidding that much simply to donate to charity. They are bidding because of the item mostly, and that's pathetic that someone would pay that much for someone else's arm cast, no matter who it is.
