hi i am not sure if this is appropriate to post, i have a few questions to ask, i think it would be wise to PM a criminal lawyer or DA here, the incident happend in california to someone i care about so if anyone can help me out, it would be greatly appreciated.

most professional laywers/practitioners don't give legal/medical advice online, unless under a legal term of agreement from both party's, because they can be liable for their in-accurate advice or diagnosis.

but you can most certainly try, I'm just giving you a head's up on what to expect.

I suggest you consult a residing lawyer in your city/town, whom is knowledgable of all of the city's law's, by-law's, etc.

but... if you don't want to contact a residential lawyer, i suggest these site's for information:

Try calling your state bar's lawyer referral line. Where I live (not California), the lawyer referral service gives you three free 30 minute sessions with three different lawyers. It's a good way to get an hour and a half of advice from practitioners, and also gives you three different perspectives on your case.

those freebies are ok..but good lawyer will cost you money. And the difference between a free lawyer and $300/hr one is everything
