FLAC's tags are as easy to use as any other. Foobar and Winamp handle them just fine, as do other, dedicated programs like The Godfather and Tag & Rename.

is it correct for me to think that it doesnt matter how compressed the FLAC is from audio CD, for example; the 3 or 8 - that they will sound identical? and the only difference is size of FLAC file?

Exactly....Lossless always sounds identical to the original WAV file....the difference will be in the CPU overhead to decompress it (will take more CPU to decompress the 8 as opposed to the 3).

yeah, thats the whole point, really.
here is the dumb question of the day : as I look at the foobar playlist, compression ratio is displayed next to the album information (eg Codec : FLAC (47%))
does that mean my files are 47% of the original wave's size in average, or 47% lesser in size? Mine range from 71% (Uta-kata OST and Hane) to 47% (To Heart OST)

The former. 47% indicates a smaller filesize than 71%.
Most of my compression values hover around 65% or so, though a lot of my classical stuff goes as low as 25% on on a few albums (with individual tracks as low as 16%).
