laptop with low end sound card.  Also, aside from foobar player, my computer has no EQ which is the only reason I'm leaning more towards e17 because of the external EQ  (not sure if that's a stupid reason to favor the fiio)

Well, if you look at the companies, Fiio is hit or miss, same with ibasso, audio gd is typically a train wreck (something I can personally attest to). Nwavguy hasn't done much wrong ans has posted some in impressive measurements. I would go ODAC.

Yeah, its a stupid reason. You can find a nice third party eq for foobar2k

It could matter for jitter reasons. But you are mostly correct.
