Fiio E11 vs E17 vs something else for bass control

I'm stuck with an iPod classic for now.  I have a pair of Heir 4.Ai, and I want a bit more bass.  Since EQ on the iPod is not an option, what should I go for?  I have the E11, but it's noise floor seems a bit high with the Heirs.  I feel like it was lower with the w4R, but about the same with the UE-900.  I was wondering, for those who maybe have heard both, is the E17 about the same in terms of overall sound signature as the E11?  Is the bass boost good?   I'd like more than just the two levels of boost on the E11, I'd like to be able to just inch it up.  My understanding is that the E17 can do this.  I don't need the DAC part though.  Are there other alternatives with fine bass control?  Wish I could just EQ without an amp, but that's Apple for ya.  I'd like an amp that is as neutral as possible.  Around $150 I guess.  Lower is better, but, you know, SQ matters of course.

I've considered that, but from what I've read, the 7th gen. is still unstable.
