Do tubes have mercury in them?

No, not all of them. A few do, but I think they're mostly regulator tubes. The 19J6 is a power tube, so I don't think you have anything to worry about.

The inorganic mercury vapour used in this sort of application isn't particularly dangerous anyway.

It is the organic mercury compounds that are more toxic.

I'd be much more concerned about breaking a fluorescent tube.

+1 those things are loaded with mercury!

hint on breaking one: don't use a vacuum cleaner, it spreads it around in the air even more.
